Chapter 1      Introduction

The VT-1600 Video Card is a high end product which combines
image processing and AV receiving technology. It comes with two smart
applications - PC Video and TV View - running under Microsoft Windows
3.1. When used with the external Tuner Box, the applications help
to empower your PC with functions to select TV programs and control
audio from any broadband network cable system or even an antenna and
allow standard television to be displayed on your PC's computer monitor.

PC Video takes full-motion video and stereo sound from AV
composite signal sources such as TV camera, VCR, laserdisc, Cam Coder,
V8, and TV, displays a live video in any size windows on a computer
graphics monitor, controls functions of one or two AV sources, captures
the video image saved to files. Users can enjoy operating the computer,
watching programs from AV sources, capturing video images to save
in different file formats used for editing, storage and retrieve,
and using the image files captured with your desktop publisher or
other application. TV View, a small stand-alone application supports
Microsoft Video for Windows or other image-capture application under
Microsoft Windows 3.1. It provides with functions to select TV programs
and control audio within the application.

1.2    Features

7.System Requirements:

  c. Antenna, VCR and speaker or ear phone.

  d. An optional external Tuner Box (Model No. VT-1600T).

This guide will teach you how to install VT-1600 Video card
and the matched applications in your personal computer and how to
use them.

Chapter 2      Installation

This chapter describes how to install the Video Card and
how to install PC Video and TV View applications. And please refer
to Appendix A for Jumper Setting.

2.1    Main Components on the Video Card

The Video Card includes four Input/Output (I/O) ports:

1.Speaker port (O): Connects to speaker or ear phone.

2.Tuner port (I): Receives AV signal from antenna.

3.Monitor connector (O): Connects to VGA monitor.

4.VGA connector (I/O): Connects to VGA using AV/VGA
  cable.

2.2    Hardware Installation

Please refer the following illustration for VT-1600 Video
System installation.

To install the VT-1600 Video Card, carry out the following
steps:

1.Make sure the power to your computer is turned OFF.

2.Open your system case and check that there is an empty
16-bit expansion slot.

Note:You must have a VGA card installed in your
system.

3.Insert the Video Card into the empty slot.

4.Use the Flat cable to connect the  Video card and your
VGA card.

5.Connect the VGA card to the VGA connector on the card
using the AV/VGA cable supplied.

6.Connect the VGA monitor to the monitor connector on
the card.

7.Connect Audio Source with Audio connector 1 or 2 and
with Video connector 1 or 2.

Note: To connector the external Tuner Box, you
must disconnect the Audio 2 connector.

8.Connect antenna through a VCR or the external Tuner
Box.

Note: The external Tuner Box is an optional peripheral
of PC Video Card. If you don't have a VCR to connect TV cable or a
antenna., it's necessary for you to connect it through the external
Tuner Box to view TV programs.

9. Connect speaker or ear phone to the speaker port on
the card.

10.Check that the above connections have all been made
and then close your system case.

11.Power ON your PC. To install the software carry out
the following steps in the next section.

2.3    Software Installation

Assuming you have already installed Microsoft Windows in
your computer, please follow the steps below to install PC Video and
TV View software programs for Windows in your hard disk:

1.Insert Diskette #1 into drive A or B.

2.Type A: or B: to change to the diskette
drive where the diskette is located.

3.Type INSTALL and press Enter. The screen
responds with:

4.To install PC Video programs in the subdirectory PCV
on the C drive, click on the OK button. If you want to install
the application in a different directory and/or disk drive, revise
the name of directory, and then click on the OK button. Then
the computer prompts you with the following figure to copy all the
files:

5.After all files have been copied, the following dialog
box will appear on the screen:

6.Click on the <B>OK button<D> to show the program group.

2.4    Installing C&T Drivers

Before running Microsoft Video for Windows (VidCap), you
should install C&T Video Capture and [MCI] chips & Technologies
Overlay Driver in the drive and subdirectory where you installed
the application. If you intend to run Microsoft Video for Windows
(VidCap), refer to the following instructions to install them, otherwise
skip this section:

1.To install the mentioned drivers from the Control Panel
Windows, refer to the section - Installing a Driver Not Supplied
with Windows - in <MI>Microsoft Windows Version 3.1 User's Guide.

2.After you select C&T Video Capture from the Add
Unlisted or Updated Driver dialog box, the Video Capture Device Setup
dialog box appears. Be sure to specify None for Interrupt
Address.

3.After you select [MCI] chips & Technologies Overlay
Driver from the Add Unlisted or Updated Driver dialog box, the
Video Capture Device Setup dialog box appears. Be sure to choose YUV
Development Kit.

Chapter 3      Using PC Video

This chapter deals with how to run PC Video under the Windows
environment, how to work with VCR or the external Tuner Box and how
to call up the on-screen Control Panel window.

3.1    Running PC Video for Windows

Assuming you have correctly installed the PC Video program,  run
the program for Windows, please follow the steps below:

1.Start your MS Windows.

Note: If your VGA hardware setting is VESA mode,
the resolution must be 640x480 when running Windows.

2.Double click on this icon.

3.The PC Video window appears:

4.Turn on the power of your VCR, if you intend to have
the video displayed from VCR, otherwise skip this step.

3.2    Working with VCR

When using VCR, you should follow the following steps to
operate the PC Video to display tape/TV programs on your computer
monitor:

1.One or/and two sets of VCR must have been installed
according to the instruction in section 2.2, Hardware Installation.

2.The Video program must have been run under Microsoft
Windows 3.1.

3.the video source 1 or/and 2 from the
Source Select command to enjoy the program of video Tape from VCR.

4.Operate your VCR to view the TV program if necessary.

3.3    Working with the External Tuner Box

The external Tuner Box is a peripheral of PC Video card.
When used with the Video Card, the external Tuner Box allows standard
television to be displayed on your PC's computer monitor from any
broadband network cable system or even an antenna through PC Video
and TV View applications.

Using the external Tuner Box, you must have done the following:

1.External Tuner Box must have been installed according
to the instruction in section 2.2, Hardware Installation.

2.The PC Video program must have been run under Microsoft
Windows 3.1.

3.Open the Configure Menu to select NTSC system standard
from the Video Standard command.

4.Select <B>the video source 3<D> from the Source Select
command.

5.Open the Peripheral Menu to select the Station Setting
command to set stations (refer to Figure 4-18 for the Station Setting
Dialog Box).

6.Select a station number and then scroll the Tuning scroll
bar or, press the Auto+/Auto- button to find a channel. Then, if you
select another station number, the station will be automatically set
the selected channel as a default channel. Continue to set the stations
until you are satisfied.

7.Select a station to enjoy the TV program by clicking
on a station number from Panel button.

8.Select the Audio Controller under the Peripheral Menu
to adjust audio options such as Volume, Mono or Stereo, Sap, Audio
Mute, etc.

3.4    On-Screen Control Panel

By pressing the right button of the mouse or clicking on
the Control Panel ON command in Peripheral Menu, the on-screen Control
Panel screen window as shown below will appear. It provides the user
a more convenient way to select station and adjust volume.

All the PC Video commands will be described in the next
chapter.

Chapter 4      PC Video commands

This chapter summarizes the commands of PC Video software
utility, which are used to display and edit the video image from programs
of TV or video tape.  The commands are divided into four groups. They
are Display, Edit, Configure, and Peripheral. These menu names are
displayed on the menu bar shown below:

Each menu can be invoked by clicking on the menu name or
by pressing ALT plus the capital of the menu name.  The menus and
their respective commands are described below. Please follow the description
of Functions below to operate your program.

4.1    Display Menu

The Display menu contains the following menu items: Freeze/Unfreeze,
Clear, Save, Load, Delete, Fit, Scale, Printer Setup, Page Setup,
Print, Show, Masks, and Exit. These items can be used to display,
save, print the images. Each command can be activated by clicking
on the command or pressing the underlined letter or the hot key.

4.1.1  Freeze/Unfreeze

Freeze is used to pause the live-video display in the window.
When you select Freeze, your video does not stop and will continue
playing. Once you click on the Freeze, it will automatically change
to Unfreeze which unfreezes the frozen video in the window and resumes
at the current point in the video source.

Both the Freeze and Unfreeze commands can also be activated
by pressing CTRL plus S (hot key) or double-clicking on the live video.

4.1.2  Clear

The Clear command clear the video display.

4.1.3  Save

The Save command is used to save the video image to a file.
When you select this command, the video will be froze to let you preview.
But, we recommend you to use the Freeze command first to ensure the
image is what you need, then select the Save command to save the image.

Click on the Save command, the following Save Dialog Box
will appear as below:

PC Video program provides several file formats as shown
in the above dialog box. There are Windows Bitmap files (*.BMP), PCX
files (*.PCX), TIFF files (*.TIF), Targa files (*.TGA), YUV files
(*.MMP), and JPEG compression files (*.JEG). The file saved with BMP,
PCX, TGA and TIF extensions can be used with desktop publisher or
other application if it supports the same file formats. For IBM MMotion
file format, it provides you with two selections - YUV and JPEG compression.
If you choose YUV, the image you saved can only be used in this PC
Video program. If images saved with JPEG compression format, it will
save much of your hard disk space to store images.

4.1.4  Load

The Load command is used to load the previously saved image
files into the window for viewing. Click on the Load command, a dialog
box will appear for you to select the file which you want to load.

4.1.5  Delete

The Delete command is used to delete files in any driver.
When selecting the command, a dialog box appears as shown below:

After selecting files, press the Delete button and a dialog
box appears, asking you to confirm the deletion.

4.1.6  Fit

When the display window is scaled, this command can toggle
the scaled display window between a full frame display and its part
frame display by clicking on this command repeatedly.

4.1.7  Scale

The Scale command is used to resize the window in its different
sizes, such as Full, quarter, Ninth, and sixteenth

4.1.8  Printer Setup

Clicking on this command will call up the printer setup
dialog box of the default printer. The configuration of the default
printer can be changed in this dialog box.

4.1.9  Page Setup

The Page Setup command lets you control a pictures's size
and aspect ratio and specifies the margins of the paper sheet to print
out.

The Margins option sets the margins for any page to
print. Fit To Page scales the image to fill the entire page.
When you select Fit To Page, you can increase or decrease the size
of a image by changing the margins of the paper that contains it.
Usually, when the image fills the entire page, the image will be distorted.
You can use Preserve Aspect Ratio option to maintain the height
to width aspect ratio of the original picture.

The Scale option specifies how much to scale the image
before sending it to the printer. When you disable Fit To Page option,
the Preserve Aspect Ratio and Scale options will be automatically
enabled.  Specify 100 percent to indicate no scaling. By giving any
percentage, the image will be increased or decreased as necessary
to maintain the aspect ratio of the original image. Neither image
width or height can exceed the size of page.

4.1.10 Print

The Print commend is used to print the current image to
printer.

4.1.11 Show

The Show command is used to display the window size and
position on screen.

4.1.12 Masks

The Masks command is used to set the Luminance or Chrominance
mask on the screen by clicking on the check button as shown in the
following dialog box, so that the video images with special effect
will display. Clicking on the Reset button will restore the masks
to the default setting.

4.1.13 Exit

The Exit command is used to quit this program.

4.2    Edit Menu

The Edit  menu contains the menu items: Select, Cut, Copy,
Paste, and Clipboard Setup. These items can be used to perform basic
editing functions for image files. Each command can be activated by
clicking on the command or pressing the underlined letter or the hot
key.

4.2.1 Select

The Select command is used to select a block of a video
image from the window by pressing the left mouse button in the left-upper
corner and dragging it to the right-bottom corner. Before selecting
a block area, you'd better freeze the video image, so that the image
you want to capture is ensured. The selected rectangle can be resized
by dragging any edge line and cancelled by selecting this command
again.

4.2.2  Cut

The Cut command clears a selected block of a video image
and places it in the clipboard.

4.2.3  Copy

The Copy command places the selected block of a video image
onto the clipboard for later usage, such as Paste. After the Copy
function has been completed, the selected image will remain unchanged.

4.2.4  Paste

The Paste command retrieves an image rectangle from the
clipboard and copies that data to the current window. After the Paste
command is selected, be sure to click the mouse at the location in
the frozen window to be as a reference point for pasting the image
from clipboard.

4.2.5  Clipboard Setup

The Clipboard Setup command provides data formats sent to
Clipboard as shown in the following dialog box:

4.3    Configure Menu

The Configure menu contains the menu items: Color Control,
Port Address, Buffer Address, Align Video, Video Standard, Interlaced
Output, Replicate Field, and Source Select. Each command can be activated
by clicking on the command or pressing the underlined letter.

4.3.1  Color Control

The Color Control command adjusts the Brightness, Contrast,
Hue, Red, Green, and Blue of video image by dragging the scroll bar.
Clicking on the Reset button, the color of the video screen will restore
to the default setting.

4.3.2  Port Address

The Port Address command shows the VT-1600 Video port address.
If it is needed to be changed, you must power down the system for
the new port address to become effective.

4.3.3  Buffer Address

The Buffer Address is used to set the VT-1600 Video memory
address.

4.3.4  Align Video

The Align Video command is used to adjust the position of
the live video by dragging the scroll bars as shown below. Clicking
on the Reset button will restore the screen to its default position.

4.3.5  Video Standard

The Video Standard command is used to select the TV system
in your local country: NTSC, PAL BG, PAL D, or PAL I.

4.3.6  Interlaced Output

The Interlaced Output command is used to display the window
with interlaced or non-interlaced output according to the type of
your monitor.

Replicate Field

The Replicate Field command is used to replicate even or
odd field in the live video screen.

4.3.8  Source Select

The Source Select command is used to select one of the supported
Video Sources.	There are three different aspects of video input.
Before you select the Video Input Source, you must connect all the
connectors of the input physical machine, such as TV, VCR, and etc.

4.4    Peripheral Menu

The Peripheral menu contains the menu items: Control Panel
ON/OFF, Station Setting, and Audio Controller. Each command can be
activated by clicking on the command or pressing the underlined letter.

4.4.1  Control Panel ON/OFF

The Control Panel ON command is used to display the on-screen
Control Panel window for user to select station and adjust volume
in the screen. The window also can be activated by pressing the right
button of the mouse. The Control Panel OFF command can turn the window
off the screen.

4.4.2  Station Setting

The Station Setting command is used to select channels and
set stations when a external Tuner Box has been installed. To set
a station, you should select a station number and then scroll the
Tuning scroll bar or, press the Auto+/Auto- button to find a channel.
Then, if you select another station number, the station will be automatically
set the selected channel as a default. Continue to set the stations
until you are satisfied. By clicking on the Panel button, a list of
station memory number will appear for you to select.

4.4.3  Audio Controller

The Audio Controller command is used to adjust different
aspects of audio quality. They are Volume, Mono/Stereo, Sap, and Audio
Mute options.

The audio level can be adjusted by sliding the left or right
scroll bar. Besides, you can set the Audio Mode by selecting Forced
Mono, Linear Stereo, Pseudo Stereo, and Spatial Stereo to add the
special audio quality and by clicking on the Sap check button to toggle
to the original language. Selecting the Audio Mute check button acts
as a toggle, turning the audio off or on. The Reset button restores
the audio to its default setting.

Please note only when the external Tuner Box is installed,
the Sap option is enabled.


Chapter 5      Using TV View

The VT-1600 Video Card also comes with TV View, a stand-alone
application to support Microsoft Video for Windows or other image-capture
application under Microsoft Windows 3.1 to select TV programs, set
TV stations and control audio within the application, when it is used
with the external Tuner Box.

Before running Microsoft Video for Windows, you should install
C&T Video Capture and [MCI] chips & Technologies Overlay Driver. Please
refer to section 2.4 for the installation.

5.1    Features

Runs under Microsoft Windows 3.1.

Empowers PC with the ability of standard TV when used with
the Video Card and the external Tuner Box.

Supports Microsoft Video for Windows or other image-capture
application under Microsoft Windows 3.1.

With functions for TV program selection, station setting,
audio control, and sap selection.

5.2    Running TV View for Windows

Assuming you have correctly installed TV View application
and the external Tuner Box, follow the following steps to run TV View:

1.Start your MS Windows and PC Video Software Group.

2.Double click on this icon.

3.TV View window appears. (See Figure 5-2.)

4.Turn on the power of your VCR, if you intend to have
the video displayed from VCR, otherwise skip this step.

5.3    TV  View Window

When you start TV View, the TV View window appears. The
following illustration shows the TV View window and its main parts:
Station Selector, Volume Scroll Bars, and Display Menu.

Station Selector: Selects stations.

Volume Scroll Bars: Adjusts volume by dragging the
Left or Right Volume Scroll Bars.

Display Menu: Provides some frequently used commands.
Refer to next section for a detail description of the commands.

5.4    TV View Display Menu

This section summarizes the commands of TV View under Display
Menu. There are Control Panel, Station Setting, Audio Controller,
Align Video, and Always on Top. Each command can be activated by pressing
the underlined letter.

5.4.1  Control	Panel

The Control Panel is used to display TV View window.

5.4.2  Station Setting

The Station Setting command is used to select channels and
set stations. To set a station, you should select a station number
and then scroll the Tuning scroll bar or, press the Auto+/Auto- button
to find a channel. Then, if you select another station number, the
station will be automatically set the selected channel as a default.
Continue to set the stations until you are satisfied. By clicking
on the Panel button, a list of station memory number will appear for
you to select.

5.4.3  Audio Controller

The Audio Controller command is used to adjust different
aspects of audio quality. They are Volume, Mono/Stereo, Sap, and Audio
Mute options. The audio level can be adjusted by sliding the left
or right scroll bar. Besides, you can set the Audio Mode by selecting
Forced Mono, Linear Stereo, Pseudo Stereo, and Spatial Stereo to add
the special audio quality and by clicking on the Sap check button
to toggle to the original language. Selecting the Audio Mute check
button acts as a toggle, turning the audio off or on. The Reset button
restores the audio to its default setting.

5.4.4  Align Video

The Align Video command is used to adjust the position of
the live video by dragging the scroll bars as shown below. Clicking
on the Reset button, it restores the screen to its default position.

5.4.5  Always on Top

The Always on Top command is used to fix the TV View's Control
Panel on the top of screen.

Appendix A     Jumper setting

Please	refer to the following Jumper setting while you
are installing the Video card.

Appendix B     Troubleshooting

1. The captured image is displayed on the screen through VGA card.  Thus,
   you will find the brightness of this captured image a bit different
   from the image you previously saw.  It is because the live video image
   you see on the screen is displayed through VT-1600 card, while the
   captured image, through VGA card.

2. When the resolution of your VGA is set to 1024 x 768, please enable the
   "Interlaced Output" function from the Configure menu so your monitor
   screen will	work properly.

3. Hi-Color
   If your VGA card meets the following chip & DAC specifications, VT-1600
   can execute Hi-Color function.

   PS: If the DAC is OTI066HC, ATT20C492, select the Resizing Window
   command from the Configure menu to reset the window screen.

4. True-Color
   To get True-Color, VT-1600 can work with AVG A-3 & ET-4000 VGA card.
   And the maximum scale of the video image displayed will only be two
   thirds of the video window.

5. ISA Bus memory is limited within 16 MB.  Your PC should have less than
   16 MB  memory on board so VT-1600 will work appropriately.  On the
   contrary, some functions of VT-1600 will garble and will not process
   properly.

6. Before editing an image, adjust properly the Display Position X,Y from
   the Align Video command.


